In verses 21-23 Paul lays out the histroical facts. He does so by giving us the illustration of the law. Those who were so eager to place themselves under the authority of law needed to understand the implications of such action, as revealed by the particular law which the Judaizers were promoting. Paul then explains the two sons. The one by “a bondmaid” was Ishmael, born to Hagar the Egyptian slave girl. “The other by a freewoman” was Isaac, born to Sarah, the wife of Abraham. The contrast between the two mothers is the slavery of the one and the free status of the other (it is not the fact that one of the women was not a wife, but that she was a slave). Because of the different status of the mothers, the sons had a different status even though Abraham had fathered both of them. Ishmael was born in slavery, but Isaac was born free.
