If the gospel has made salvation available to all people, what is to be made of God’s particular promises to the nation of Israel since they, for the most part, rejected Christ? Paul argues that it has always been the case that not all physical citizens of the nation of Israel are spiritual Israel, or “children of the promise.” God’s sovereign grace is needed for inclusion in the spiritual covenant God made with Israel.
